    Main Activities Conducted by the Department:

    Sarkar Janta Ke Dwar

    This program was launched in 2009. Its main objective is for officers and employees to visit rural areas and resolve the problems of the rural populace in a timely manner, so that they don’t have to go elsewhere for their minor issues. To achieve this, the District Magistrate in each district prepares a monthly roster for visits by all district officers. Subsequently, the concerned officer visits the designated village on the specified date. During the visit, on-site inspections of various schemes are conducted, and the problems of the general public are heard. If problems can be resolved during the visit, they are; otherwise, they are forwarded to the District Magistrate. The District Magistrate then forwards these complaints to the relevant departments. The concerned departments resolve the complaints, and a monthly report is sent to the Secretary, Program Implementation Department, Government of Uttarakhand. To ensure that complaints are being resolved, a Task Force is constituted at the district and divisional levels. This task force periodically inspects/investigates the resolution of complaints and submits reports to the government.

    Hamara Sankalp Anushasit Pradesh

    This program was launched in 2009, Its main objective is for officers to periodically inspect their subordinate offices to ensure discipline and punctuality. To achieve this, officers at the district level conduct monthly inspections of their subordinate offices. Any irregularities found during the inspection are resolved, and reports of these inspections are sent monthly to the Secretary, Program Implementation Department, Government of Uttarakhand. To verify whether office inspections are being conducted or if irregularities found during inspections are being resolved, a Task Force is constituted at the divisional level. This task force periodically checks office inspections and submits reports to the government.

    Hamara Sankalp Bhaymukta Samaj

    This program was launched in 2009. Its main objective is to establish a fear-free society in the state by effectively controlling crime and criminals. To achieve this, comparative crime data for the past three years from revenue/civil police areas, along with data related to various types of crimes, are obtained monthly from all District Magistrates and Senior Superintendents of Police/Superintendents of Police, Uttarakhand. This is done to identify districts/areas with exceptionally high crime rates.

    Honorable District In-charge Ministers’ Visits

    Since December 2022, ministers have been visiting and staying in all districts as part of the ‘Sarkar Janata Ke Dwar’ program. During these visits, they listen to the problems of the local areas and instruct all departmental officers to resolve them. The government also monitors the resolution of these issues by sending letters from a state level.

    Departmental Officers’ Visits

    Similarly, starting in February 2023, the Secretary of the Program Implementation Department began touring the districts. Additionally, four Officers on Special Duty (OSDs) were sent by the department to visit and stay overnight in various locations. They have visited 386 villages across 78 development blocks in all districts. The government is also monitoring the resolution of complaints received during these visits.

  • Innovation – “Meri Yojana” 03 Books

    In recent years, it has been observed that while many departments run various schemes, effective implementation on the ground is still needed. Upon deliberation, it was found that despite the existence of many schemes, beneficiaries are often unaware of the complete process to avail the benefits, leading to many eligible beneficiaries not receiving scheme benefits on time. Secondly, grassroots-level personnel also lack information about the procedures of many schemes due to the volume and variety of their work.

    To address this problem, the department launched the “Meri Yojana” book in 2023, which was unveiled by the Hon’ble Chief Minister Uttarakhand. This book describes, in simple Hindi, all Central and State-sponsored schemes, services, and necessary certificates and portals for availing scheme benefits in Uttarakhand, primarily covering self-employment, employment, pensions, scholarships, financial aid, grants, training, and investment schemes. Each scheme/service/certificate is mainly divided into four parts: Scheme Name, Benefit, Eligibility, Application Process, and Selection Process. This allows both beneficiaries and competent officers dealing with schemes to understand the process and how to avail benefits.

    When some schemes were missed or revised in the first book, the “Meri Yojana Rajya Sarkar”  second edition was unveiled by the Hon’ble Chief Minister in 2024. Additionally, the “Meri Yojana Kendra Sarkar” book, which describes schemes, courses, and services run by 82 prestigious Central institutions established in the state (e.g., IIT, IIM, CIPET, IIRS, IMA), was unveiled by the Hon’ble Governor in 2025. Printed copies of these books have been sent to all Panchayat heads, elected representatives, Hon’ble MLAs, all district-level departmental offices, and all departmental heads. They are also available to the general public on the state government portal – https://uk.gov.in , as well as on other departmental websites.

    Program Implementation Cell

    The cell was formed in 2010 and rejuvenated in 2024. Currently, through the Program Implementation Cell, the department is conducting research on the schemes/services mentioned in the “Meri Yojana” books. The aim is to simplify the processes of schemes/services and make them more easily accessible to the general public.
