    Introduction & Objectives

    The Program Implementation Section was established in 2009 to carry out the functions of the Program Implementation Department. The primary objective of its establishment was the effective implementation of programs identified as priorities by the Hon’ble Chief Minister, such as
    Sarkar Janata Ke Dwar” – This program was launched in 2009 with the main objective of resolving the problems of rural people within a timframe by having officers/employees visit rural areas. This ensures that rural residents don’t have to travel elsewhere for their minor issues. To achieve this, the District Magistrate in each district prepares a monthly roster of visits for all district officers. During the visit, on-site inspections of various schemes are conducted, and public grievances are heard and solve through concerned department.
    Hamara Sankalp Anushasit Pradesh” This program was launched in 2009 with the primary objective of ensuring discipline and punctuality by officers periodically inspecting their subordinate offices. To achieve this, district-level officers conduct monthly inspections of their subordinate offices. Any irregularities found during the inspection are resolved, and reports of these inspections are sent monthly to the Secretary, Program Implementation Department, Government of Uttarakhand.
    Hamara Sankalp Bhaymukta Samaj” This program was launched in 2009 with the main objective of establishing a fear-free society by effectively controlling crime and criminals in the state.
    Visits by Hon’ble Ministers/Government Level
    Since December 2022, Hon’ble Ministers have visited/stayed in all districts under “Sarkar Janata Ke Dwar,” listened to problems in the respective areas, and instructed all departmental officers to resolve them. Additionally, the government level sends letters for problem resolution and monitors the progress. Similarly, since February 2023, four special duty officers from the department have been sent from the government level for visits/night stays. They have visited 386 villages across 78 development blocks in all districts, and the resolution of received complaints is monitored at the government level.

    In recent years, it was observed that many departments are running various schemes, but there is still a need for effective implementation at the ground level. Upon discussion, it was found that despite the existence of many schemes, beneficiaries often do not know the complete process to avail the benefits. As a result, many eligible beneficiaries do not receive scheme benefits within the stipulated time. Secondly, even grassroots-level personnel are often unaware of the procedures for many schemes due to the high volume and diversity of their work.
    • To address this problem, the department released the “Meri Yojana” book in 2023, This book describes, in simple Hindi, all Centrally Sponsored/State-Sponsored schemes operating in Uttarakhand, starting with self-employment, employment, pensions, scholarships, financial aid, grants, training, and investment schemes, services, as well as the certificates and portals used to avail benefits. Each scheme/service/certificate is primarily divided into four parts: Name of the Scheme, Benefits, Eligibility, Application Process, and Selection Process. This allows both beneficiaries and competent officers dealing with schemes to understand the process and how to avail benefits.
    • When certain schemes were missed or modified in the first edition, the second edition, “Meri Yojana Rajya Sarkar“, was released in 2024 by the Hon’ble Chief Minister.
    • Subsequently, the “Meri Yojana Kendra Sarkar” book, which describes the schemes, courses, and services operated by 82 prestigious central institutions (such as IIT, IIM, CIPET, IIRS, IMA, etc.) established in the state, was released in 2025 by the Hon’ble Governor. Printed copies of these books have been sent to all elected representatives (Gram Pradhans), Hon’ble MLAs, all district-level departmental offices, and all Heads of Departments. They are also available for public access on the departmental website https://programimplementation.uk.gov.in and the state government portal – https://uk.gov.in, as well as on the websites of other departments.

    Program Implementation Cell

    The Cell was formed in 2010 and rejuvenated in 2024. The Program Implementation Cell will perform the following duties and responsibilities:

    1. Timely review/implementation of schemes across all departments of the state.
    2. Organization of meetings for high-level committees formed to review schemes operated by various departments, and related tasks.
    3. Evaluation and monitoring of other schemes/programs included in the Hon’ble Chief Minister’s priorities.
    4. Implementation and review coordination of declarations made by the Hon’ble Chief Minister.
    5. Establishment-related work concerning the Program Implementation Cell.
    6. All other tasks as per the instructions of the Chief Coordinator.
    7. Currently, the department, through the Program Implementation Cell, is conducting research on the schemes/services mentioned in the “Meri Yojana” books. The aim is to simplify the processes of schemes/services and make them more easily accessible to the general public.
