    Innovation and New Initiative – “Meri Yojana”  – 3 Books

    “Meri Yojana” Book

    The “Meri Yojana”  book, as its name suggests, contains information on various schemes of Centrally Sponsored and State-Sponsored schemes being implemented in Uttarakhand. The most significant feature of this book is that it describes the entire process of how a beneficiary can avail the benefits of these schemes in simple Hindi language, enabling an ordinary beneficiary to understand the process and easily benefit from them. Main schemes details below :

    • Employment/Self-employment/Investment-oriented schemes: These include initiatives related to job creation, entrepreneurial ventures, and investment opportunities.
    • Training/Skill Development schemes: These focus on enhancing skills and providing training for various vocations.
    • Public Welfare schemes: This category covers schemes like pensions, scholarships, and financial assistance.
    • Incentive/Award schemes: These are programs designed to motivate and recognize achievements.
    • Portal of various department and necessary documents details also written in books-The book also provides information in simple Hindi about the certificates and portals required to avail the benefits of these schemes and services.

    Each scheme/service/certificate is primarily divided into four parts: Name of the Scheme/Service, Benefits, Eligibility, Application Process, and Selection Process. This helps beneficiaries understand the process and how to access the benefits. When some schemes were missed or modified in the first edition, a second edition of “Meri Yojana rajy sarkar” was released in 2024 by the Hon’ble Chief Minister.

    New Initiative: “Meri Yojana Kendra Sarkar”  Book

    It was observed that Uttarakhand has several Central Government institutions/departments that are doing excellent work for the welfare of the state and the country. If the knowledge, science, and technology of these related institutions could be fully utilized for the development of the state, its progress would accelerate. Keeping this in mind, the book “Meri Yojana Kendra Sarkar” was released in 2025 by the Hon’ble Governor.

    This book describes the schemes, courses, and services operated by 82 prestigious central institutions (such as IIT, IIM, CIPET, IIRS, IMA, etc.) established in Uttarakhand, all in simple hindi language. The book also clearly outlines the process of how benefits can be obtained, enabling the state’s public to fully utilize the facilities provided by these institutions and ensuring that the technology from their labs reaches the ground.

    Achievements of the Books

    A total of 9025 copies of these books (per book) were distributed to all Gram Pradhans (village heads), all Heads of Departments, all district-level offices, and all government libraries in the state. They are also available for free public access on the website https://programimplementation.uk.gov.inand the state government portal – https://uk.gov.in. Recognizing the importance of the books, the Hon’ble Governor presented them to the Hon’ble President, Hon’ble Vice President, and Hon’ble Prime Minister. The Hon’ble Chief Minister of Uttarakhand presented the books to all Hon’ble Chief Ministers across the country. At that time, the Hon’ble Chief Secretary sent them to all Chief Secretaries in the country.

    The department is actively working to create awareness about the books, and the Hon’ble Chief Secretary had instructed district-level officers and all heads of departments to spread awareness at that time. Regarding the “Meri Yojana Kendra Sarkar” book, the Hon’ble Education Minister has also instructed his subordinate Heads of Departments to send students and researchers for visits to the 82 institutions. Furthermore, the Right to Service Commission has instructed all departments to digitize schemes that are not yet online, using information from the book. Currently, in coordination with the Setu Aayog, the department is striving to implement the vision of “Viksit Uttarakhand”  on the ground, and is providing relevant services and assistance to those who require information about specific schemes/services.

    Future Outcomes of the Books

    While preparing these books, two key points were kept in mind:

    1. Beneficiaries: The books describe the processes so that beneficiaries can easily avail benefits.
    2. Departmental Officers/Policymakers: The processes were also detailed so that departmental officers could see how to simplify procedures. Procedures can only be simplified if officers understand them. Additionally, the books explore how to incorporate the technology from Central Government institutions into these processes.

    How to Read the Books

    The PDFs of all three books are separate. The books mention various schemes, services, and courses from different departments. The table of contents lists the schemes next to the department names. Clicking on a department name will directly take you to the schemes mentioned in the book, making it easier to find information without extensive searching.
